Homeland Security Grant Program

In Delaware, the Delaware Emergency Management Agency (DEMA) is responsible for coordinating homeland security initiatives and various federal grants. The program is designed to build and sustain capabilities to prevent, protect against, respond to, and recover from acts of terrorism, cybersecurity threats, and other disasters.  


Funds are awarded directly to the State (DEMA) Homeland Security Grant Program and provide 100% funding to DLLG’s HSGP Consultant. No-cost share funds are also allocated to Delaware towns, cities and counties to assist in the development of plans, training exercises, and acquisition of equipment. Both the HSGP consultant services and grant resources and ensure the continuity of operations to prepare, prevent, and respond to terrorist attacks and other disasters.  
 

DLLG's Homeland Security Grant Program (HSGP) is a resource offered to all member towns, cities and counties. It provides assistance in the form of grants and consulting to ensure continuity of operations, preparedness, and resilience during terrorist events. The program assists in the development of plans, training exercises and acquisition of equipment.

Homeland Security Grant Program Consultant

Joseph Hughes serves as the League’s Homeland Security Grant Program (HSGP) Consultant.

Mr. Hughes has a strong background in grants management, state strategic planning and working group requirements, incident command and emergency operations, multi-agency community work, and budgeting, among others.
